CHAPTER 2 From this historical view, we can see why supervision today benefits from a pedagogy that is relational in nature and leads toward enhanced communication between supervisors and teachers. A Regulatory Perspective Near the turn of the 19th century, in the United States, until the 1920s, marks the genesis of supervision practices. During this time, supervisors, who were school administrators, served as watchdogs to determine whether or not teachers fulfilled expectations. Bolin and Panaritis (1992) use the term supervision as inspection, to describe the work.

The need for honest communication between supervisors and beginning teachers is great, due to the twin responsibilities required of supervisors to evaluate and mentor. Yet real impediments to effective communication exist. Care pedagogy is an effective means for overcoming these barriers. To ease the pressures of limited contact with teacher candidates, for example, care pedagogy can assist supervisors with a necessary task – prioritizing their numerous responsibilities. I elaborate on this idea elsewhere (Trout, in press).

The most important factor was “the quality of the dialogue that was maintained during the practicum. The more open the dialogue and the more divergent the views allowed, the more satisfied the student teachers were with their practicum” (p. 79). These studies suggest that the quality of relationships between teacher candidates and supervisors can have an impact on the kinds of learning experiences teacher candidates have. Yet we know very little about how such relationships develop.
